(Toronto, November 5, 2026) - The Canadian Life and Health Insurance Association (CLHIA) welcomes changes announced in Budget 2026 to the Insurance Companies Act and related regulations to broaden the scope of permitted infrastructure investments for life and health insurers. This will create greater opportunities for life and health insurers to invest in Canadian infrastructure.
In 2025, Canada’s life and health insurers held nearly $1.3 trillion in assets in Canada and another $1.6 trillion globally, making the industry a major source of long-term capital for economic growth. The industry already has $51 billion invested in Canadian infrastructure, supporting transportation, energy and communications projects across the country.
“As Canada’s need for investment continues to grow, our industry is well positioned to provide the long-term capital needed to support that growth. We welcome these changes and the opportunity they create to invest more in Canada,” said Stephen Frank, President and CEO of CLHIA.

They hold nearly $1.3 trillion in assets in Canada and employ over 180,000 Canadians.
