Capital Accumulation Plans

As of June 19, 2025, Guideline 12: Capital Accumulation Plans has been vacated. CLHIA members are encouraged to refer to the Canadian Association of Pension Supervisory Authorities (CAPSA)’s Guideline for Capital Accumulation Plans (Guideline 3) and Defined Contribution Pension Plans Guideline (Guideline 8), along with other CAPSA Guidance, for regulators’ expectations regarding the roles and responsibilities of plan members, sponsors, and service providers with respect to capital accumulation plans and defined contribution pension plans.
To support our members in their dealings with small- to medium-sized Capital Accumulation Plan (CAP) sponsors with smaller or simpler CAPs (other than a pension plan), the CLHIA has developed the following reference document, the focus of which is CAPSA’s Guideline 3.
