CLHIA's Response to the Review of the Manitoba Pension Benefits Act

On June 25, 2025, CLHIA submitted its written response to Manitoba’s Five-Year Review of the Benefit Pensions Act. CLHIA’s submission expressed cautious support for expanding existing unlocking provisions and requested that the industry be consulted on how to operationalize any proposed changes and sufficient time for implementation. CLHIA also suggested the government generally simplify the administrative burden and costs of DCPPs to help encourage more employers to provide them and recommended the adoption of legislation to support variable payment life annuities and annuity discharge using a harmonized approach.
