The Position: 
 
Reporting to the Director, Public and Government Affairs (Québec), the Manager, Policy, serves the life and health insurance industry's interests. The Manager is responsible for providing public policy analysis and advice on a wide range of economic and policy issues affecting the life and health insurance industry in Canada in support of the industry's collective interests. The Manager works collaboratively with CLHIA staff, member companies, and stakeholders to support public policy and government relations initiatives.

Key Responsibilities:
  • Support the work of member company committees and working groups by conducting research and analysis, and contributing to communications that aim to build consensus among members on policy positions. Areas of key interest to the industry could include: health benefits, cyber security, privacy, international trade, and climate change.
  • Develop and maintain a thorough knowledge of the life and health insurance industry in Canada through research, analysis, and working with member companies and stakeholders in order to develop policy options, make recommendations, and contribute to policy related documents (e.g., papers, submissions).
  • Communicate results/conclusions and implications of issues by briefing senior colleagues and stakeholders; as well, prepare written and presentation materials for a wide variety of audience.
  • Develop and maintain excellent relations with stakeholders (member companies, government officials, academics, research organizations, etc.) through, for example, participating in meetings and identifying issues of interest and concern to the life and health insurance industry.
  • Contribute to CLHIA’s broad public policy interests by participating in initiatives and projects that promote the industry’s position on public policy issues. 
 
Experience and Qualifications:
  • Master’s degree in a related field (e.g., public policy, economics, political science, public administration) with 3-5 years of relevant experience.
  • Knowledge of policy and legislative processes, particularly related to Québec.
  • Previous financial services experience, knowledge of the life and health insurance industry, and/or experience with member-based organizations would be considered an asset.
  • Strong communication skills (verbal, written, digital), and the ability to effectively build relationships and work collaboratively with individuals within and outside the Association.
  • Research, analytical, and problem-solving skills to understand issues affecting the life and health insurance industry.
  • Organizational, project management and time management skills to manage multiple projects, including those with tight deadlines and changing priorities.
